Wetlands Delineation Report-Shepard Woods

As one of the NJ Department of Environment’s requirements for approving replacement protected property, the NJ Department of Transportation contracted with an independent environmental firm (WSP, USA) to delineate the wetlands found in the Shepard Woods properties located at 120 Shepard Avenue in Teaneck. Some or all of this municipally-owned property had been proposed to be “replacement property” for the parkland proposed to be taken as part of the Route 4 Replacement Bridge project over Palisade Ave. and the CSX rail track.   

Delineation of wetlands is important both for determining what properties can legitimately serve as replacement parkland and for determining whether the proposed replacement is equal in value to the parkland being taken by this DOT bridge replacement project. 

The fieldwork for this WPS delineation was conducted in May 2025 and its 39-page report was issued then. To Teaneck Voices knowledge, this report has never been publicly released.

In August Voices editor Powers sought, and received from NJDEP, a copy of this very important report with no limitation as to its subsequent distribution. We believe the public should have long-since been informed of this report and the information it contains.
