The Town’s Zoning Board of Adjustment’s Agenda for its October 9 Meeting referenced only the following 4 lines for a New Business application:
- 6. ZB2025-23 – 560 Cedar LLC – (Jason Tuvel, Esq.) – 560-570 Cedar Lane – Block #204 –
Lot 3 – R/S Zone Applicant seeks to construct a one-story principal building for retail use.
Date of application: 7/28/25 – Plans deemed complete: ??????
Land style survey dated: 7/16/21 – Traffic & parking assessment dated: 9/25/25
Nothing else about that application – which to be approved will require a D1 variance – was included in the meeting agenda. At the meeting, the applicant did introduce this application and two expert witnesses – but Chair Rosen ended the applicant presentations at 10 pm and announced that the application would be heard – “without further notice to the public” – on November 6. As the Voices newsletter last week indicated, the applicant’s public notice directed interested persons to the BofA’s Board Secretary to obtain additional information.
And on Wednesday, October 15, a Voices editor was able to obtain from the Board Secretary key application documents which, she said then, she would place on the Town website.
In fact, they were not placed there by week’s end. Hence this post on our Voices website.
What follows are copies of those materials scanned by Voices of: 1) the applicant’s land use application; 2) the Zoning Officer’s application denial; 3) a copy of the required escrow agreement 4) an unsigned checklist of required submissions; and two letters – one each from the Board’s planner and its engineer that were signed 10/8/2025 and may or may not have been provided to the members of the BofA present on the October 9.
Missing from what Voices was given are the various maps and drawings presented at the meeting (and are dimly available on the video of this B of A mtg [Click Here and move the cursor 1hr&7min]).

Voices views those two Town expert letters to be of great significance! Both contain discussions of concern about the application (see, especially pp. 7-9 of letter from Planner Trajan. ). An allowable D1 variance must be consistent with the Township’s Master Plan. We believe the Planner’s letter proves that this application is not consistent with the MP.
Furthermore, improving Cedar Lane’s business district, with better zoning and better facilities may be the Town’s most important development challenge But does this proposed renovation of 560 Cedar Lane incorporate ANYONE’s concept of how to begin to transform Cedar Lane?
We know that at least one statutory commission, the Environmental Commission, has stated plans to review these materials – which are available NOWHERE except here on the Voices website!
